November 30th, 2017, a Consultative Workshop on Preliminary Results of National Energy Statistics of Lao PDR 2017 was held between the Ministry of Energy and Mines (MEM), Lao PDR and involved Ministries on the preliminary result of Lao PDR energy Statistics 2017. About 40 participants participated in this workshop.
The workshop was jointly opened by Dr. Daovong Phonekeo, Permanent Secretary, Ministry of Energy and Mines, Lao PDR, and Mr. Shigeru Kimura, Special Advisor to the President on Energy Affairs, Economic Research Institute for ASEAN and East Asia (ERIA).
Dr. Daovong praised the efforts supported by ERIA in the preparation of National Energy Statistics of Lao PDR 2017, which will be the first ever energy data and statistics for Lao PDR. He commended the good work done by his Ministry in collaboration with line Ministries in collecting the data which were very challenging as the data existed in varied forms and formats from different data sources from different agencies. He also thanked ERIA for providing technical assistance in this project and he encouraged all agencies to continue providing and sharing data as it will be very important for designing appropriate energy policy in Lao PDR as the country see more challenges ahead due to increase of energy consumption to support economic growth. Furthermore, such situation will expose Lao PDR to vulnerable energy security if Lao PDR’s energy policies were not well prepared to address these foreseeable challenges.
Mr. Kimura also echoed the comments made by Dr. Daovong. He also added that Lao PDR will need to have a good data collection system in order to facilitate the future work of collecting and updating the energy data and statistics. The level of detail of energy data is most important for having precise information in the preparation of energy statistics. The most daunting challenge that the MEM faced is the level of data availability, and it posts great challenges to breakdown the energy data consumption into sub-sectors. Thus, he urged MEM and involved Ministries to set up a regular technical working group to discuss on the issues and challenges in collecting and providing energy data. ERIA could be a source of technical support to facilitate such technical discussion whenever they may need.
All participants actively participated and shared their views and comments when the experts from ERIA and MEM’s officials presented the preliminary findings on current data situation, energy consumption survey, and Energy Balance Table of Lao PDR. The participants were shown the methodology in data collection and analysis, and the preparation of national energy balance. In meeting, there were also suggestions to collect more detailed data for example fuel types used by vehicles and floor areas of business buildings across the country.
The final publication of the “National Energy Statistics of Lao PDR 2017” is planned to be published by sometime early next year 2018, where the MEM and ERIA also planned the launch of this publication with top-level participation including, the Minister of MEM and also ERIA’s President.
